Where does the Disney little mermaid take place?

I was just wondering, since I know the original story is danish, but Sebastian is Jamaican, and Louis(the chef) is French, and they sing a sea chanty at the beginning(which I know to be common in English, Irish, scottish, american, Canadian, and australian folk music) and the sailors all sounded scottish, and I noticed a lot of palm trees, plus eric had black hair, and ariel had red hair, which seems not so common in scandinavian genetics
