Oakland on Marijuana?

A while back, I read a story about a neighborhood in Oakland, California that was kind of run down. Then someone opened a shop where they started selling marijuana and the neighborhood got really nice. I'm writing a paper on marijuana legalization and I really wanted to use that story in my paper. Does anyone else have more information on that?
